No,the Fylke with the highest fertility rates are the ones that tend to have the lowest frequency of immigrants.

The highest fertility rates are without doubt in the southwest; the rural Rogaland area. Stavanger is driving the average rates down for Rogaland. The Stavanger/Sandnes urban-area make up about 35%of our population and have a fertility-rate of just about 2,00 (if I remember correctly).
It is also interesting how low the fertility rates are in Eastern Norway. Only Østfold fylke has a rate higher than 2,00. All the seven others are below the 2,00 mark.
In the south all are above 2,00. In the west all all four fylke are over 2,00 (well over in fact). Central-Norway is dragged down by Sør-Trøndelag (1,96), and in the North only Troms (1,98) is below 2,00.

I would also guess that Iceland, which is one of the few (only?) Euro countries above the replacement rate, would also have a high rate of births from Icelandic women. Or at least European descended women in general because I don't think they have many non-European immigrants there.
