Russia's unresolved conflict with Japan over the Kuril Islands, which has been simmering since WWII, may reach a boiling point now that Russian authorities are set to go ahead with their plan to build up the disputed territory's defense potential.

That's good news. It's not a matter of being unable to spare the additional territory but showing that Russia is still strong. Never be caught in a lull like the Americans love to do i.e. Ford motors' resurgent return then to the brink and back and so on...
