View Full Version : 4 Ariz. boys accused of raping 8-year-old girl

Authorities said Thursday that four boys ages 9 to 14 took turns raping an 8-year-old girl behind a shed for more than 10 minutes in what Phoenix police are calling one of the most horrific cases they've ever seen.

The outrage over the allegations intensified after police said the girl's parents criticized her after the attack and blamed her for bringing shame on the family.

"The father told the caseworker and an officer in her presence that he didn't want her back. He said, 'Take her, I don't want her,' " police Sgt. Andy Hill said.

The 14-year-old boy was charged Wednesday as an adult with two counts of sexual assault and kidnapping, the Maricopa County Attorney's Office said. He appeared in court Thursday and is being held without bond.

The other boys - ages 9, 10, and 13 - were charged as juveniles with sexual assault. The 10- and 13-year-old boys also were charged with kidnapping, the office said Thursday.

Phoenix investigators said the boys lured the girl to an empty shed July 16 under the pretense of offering her gum. The boys held the girl down while they took turns assaulting her, police said.

"She was brutally sexually assaulted for a period of about 10 to 15 minutes," Hill said.

Officers responding to an emergency call reporting hysterical screams found the girl partially clothed and the boys running from the scene.

"This is a deeply disturbing case that has gripped our community," Maricopa County Attorney Andrew Thomas said Thursday. "Our office will seek justice for the young victim in this heartrending situation."

Hill cited the family's background as the reason the family shunned the girl. All five children are refugees from the West African nation of Liberia.

In some parts of Africa, women often are blamed for being raped for enticing men or simply being in the wrong place at the wrong time. Girls who are raped are often shunned by their families.

"It's a shame-based culture, so the crime is not as important as protecting the family name and the name of the community," said Tony Weedor, a Liberian refugee in Littleton, Colo., and co-founder of the CenterPoint International Foundation, which helps Liberians resettle in the U.S. "I just feel so sorry for this little girl. Some of these people will not care about the trauma she's going through - they're more concerned about the shame she brought on the family."

Ali Keita, a Liberian refugee and president of the Arizona Mandingo Association, works with refugees to ease their integration into U.S. society. Keita said that Liberian families may question why sexual-assault victims were in a situation that left them open for attack but that the initial response likely stems from disappointment and frustration with the family's circumstances.

"(As a parent), you feel like you've failed . . . to protect them," Keita said.

In recent years, Liberia has made efforts to combat rape under the leadership of President Ellen Johnson Sirleaf, who has sought to dispel the stigma associated with sexual assault by publicly acknowledging that she was herself the victim of attempted rape during the country's civil war.

The girl's healing process will be particularly difficult, said Paul Penzone of Childhelp, which aids young victims of crime. Authorities said the victim was in the care of Child Protective Services.

"These four boys used what was a ploy to entice her to a place where they could take advantage of her almost like a pack of wolves," he said.

"And what's so disturbing beyond the initial crime is the fact that a child needs to have somewhere to feel safe, and you would think that would be in a home with her own family," not in state custody, Penzone said.

I can perfectly remember my teen and pre-teen years in the 80s , we knew somewhat the stuff about sex , we started to kiss with girls but we also knew what was wrong and right , these guys should be punished severly , with no mercy.



Oh the benefits of resettling third-world refugees in the West! We would have much fewer sensational news headlines without them.:rolleyes2:
Backwarded and machista culture aside (I'd also like to know the racial profile of the offenders but still I heard of similar stories in Britain too...) I actually think the real problem this story fail to recognize is that of the oversexualization today children and adolescents are exposed to , in the adverts , in the movies , generally in the media system.
How so perverted could the mind of a pre-teen be to think to rape an 8 year-old girl?

Backwarded and machista culture aside (I'd also like to know the racial profile of the offenders but still I heard of similar stories in Britain too...)They are Liberian. Congoids from Africa, probably pure Congoids.

When I saw the headline I assume they would be Negroes from the LA area (there has been a big influx of them to the Phoenix area in recent years) or possibly Mexican or some other Central Americans.

How so perverted could the mind of a pre-teen be to think to rape an 8 year-old girl? I honesty believe they are genetically proned to think & act differently from us. That is why I don't believe they should be allowed to wander among us.

Disgusting. I guess the only point of light in this affair is that they didn't go after a Europid woman or girl.

Here's to hoping someone takes them out before they get the strength of an adult male. If they already go around raping innocent girls while in their pre-teens that goes to show they are about as trustworthy as a rabies infected pitbull.

I'm sure they made that because the so important "rituals of gaining manhood" famous among many African cultures. Also don't forget that Africans mature physically much earlier than Europeans.
Maybe the most horrible thing is to be female in Africa, nor even in the Islamic Middle East, where rapists are at least judged.

Did a pack of gum goad a 10-year-old into committing rape?

According to court documents filed Monday, 14-year-old Steven Tuopeh offered a pack of gum to the younger boy if he would sexually assault an 8-year-old girl. Then, according to the record, Tuopeh, who is 5 feet 3 inches tall and weighs 125 pounds, held the girl's head between his knees to restrain her as the 10-year-old and two other boys, ages 9 and 12, took turns raping her.

The attack took place July 16, when the boys, all refugees from the African nation of Liberia, lured the 8-year-old, also a Liberian refugee, to a storage shed at a west Phoenix apartment complex.

According to grand jury paperwork, neighbors could hear the girl "screaming, crying and saying no" during the attack, according to the court record. The boys were arrested July 21.

Tuopeh is being prosecuted as an adult, charged with kidnapping, four counts of sexual conduct with a minor, and a single count of sexual assault, which a trial jury could upgrade to the more serious charge of sexual misconduct with a minor.

If convicted of all crimes, he faces more than 50 years in prison.

The three other boys will be prosecuted in Juvenile Court. The 12- and 9-year-old suspects have mental competency hearings scheduled later this month and in September, according to court records. Details were not immediately available on the 10 year old.

Each of the boys remains in Maricopa County juvenile detention.
Meanwhile, the victim was placed in temporary state custody at a foster home, according to Phoenix Police, after her father told Child Protective Services caseworkers that he no longer wanted her in the home because the crime had brought shame to the family. The father also initially said he believed was not raped.

As a matter of policy, the Republic does not release the names of minors who are accused of crimes or the names of victims of sexual assault.

The family's pastor, a native Liberian, said the father's comments to CPS and about his daughter's injuries were misunderstood.

And according to the court record, the girl's account of the attack differed from some of the boys' admissions and was inconsistent with the injuries she suffered.

Liberia's deputy ambassador to the U.S. announced Monday he would travel to Phoenix at the request of President Ellen Johnson Sirleaf, who two weeks ago expressed concern about the incident and reiterated through international media that rape is not condoned in the war-torn West African nation.

Edwin Sele said he planned to arrive in Phoenix on Wednesday and stay about a week on a fact-finding trip.

Phoenix police and advocates working with the Liberian community said they were waiting to receive the deputy ambassador's itinerary.

Community leaders said last week they were working with police to understand how the local criminal investigation is being handled, considering the ages of the victim and suspects.

Representatives from the Liberian Association of Arizona and other organizations said they feared the widely publicized sexual assault could stigmatize a community of about 2,000 local Liberians in addition to others worldwide.
