Mediterranean women are usually more well-proportioned than Northern European women, in my experience. At the risk of over-generalizing, many Northern European women I've seen lack the obvious body curvaciousness -- especially in the area of the hips, waist, and ass -- when compared to Mediterranean women, giving them an oddly "boyish" look.
I've also noticed that many Northern European women have larger breasts than appears to be the average in the Mediterranean, and many of these women also have relatively tiny and "flat" asses, which gives them a (disproportionate) "top heavy" look, in my opinion ...

But a pleasing ass is also determined as much by the size as by the shape.
Neither shape nor size is particularly appealing ...

I'm not sure about this. In my experience, Mediterranean men in general prefer asses more than the breasts.
That white men prefer breasts may be applicable to Northern Europeans and many Americans because Northern European women do not generally have well-shaped and appealing asses, but are well-endowed with relatively large breasts.
When I was growing up, the feminine "ideal" was Pamela Anderson, with her (surgically enhanced) large breasts and skinny flat ass. This has changed, at least in North America, to the point where white women are getting butt implants, although this might have more to do with the spread of hip-hop culture into the general (white) society in the U.S.

I've never thought Pamela Anderson was particularly attractive, at least not her body. She had a cute face, though ...
More common than not, in my opinion. I grew up in Ontario, which has a large German/Scandinavian and Eastern European population, and the type of women I'm describing are ubiquitous. Mediterranean women, in contrast, have much more "harmonious" body types. Indeed, it's almost a stereotype, so much so that a Polish girl I knew who worked in a cafe was continually confused for an Italian (even by other Poles!) because she had dark brown hair and a curvacious body with wide hips and a round ass. And she was not "big" or "unharmonious" at all. I personally don't find Polish women in general attractive, but she was stunningly beautiful.
Be that as it may, these are really just general impressions, so take it for what it's worth. Does anybody know if there have been studies on this topic? It'd be nice to see some actual objective evidence.
Oh, and by the way, your opinion of Penelope Cruz's body is, I would venture to guess, a decidedly minority opinion.
