The flag of the Normanic Kingdom is clearly Campanian influenced.

How so? It was the arms of the Hauteville/Altavilla/Autavilla family. It probably came from France.
The Duchies of Sicilia, Puglia and Calabria existed from 1059, and the Normans had counties in Puglia since 1042. Salerno was taken in 1076.
In fact, Kingdom of Sicily existed without Napoli, which was independent until 1137, while Roger II had been crowned king in Palermo in 1130.
Campania had little to do with the Normans in the beginning.
