In terms of autosomal DNA slightly more closer to Spanish populations (comparing English):

Compared to Southern Spaniards (Spanish_Andalucia, Spanish_Murcia) the distance is almost the same as to Slavic Russian populations (Russian_Voronez, Russian_Orel, Russian_Kursk).
EDIT: This is based on Davidski's Global 25 coordinates.
All Germans and Western Europeans are closer to the Spanish than to the Slavs. Apparently, the Iberian admixture is what distinguishes Western Europe from the East.

English are roughly equal maybe slightly closer to northern Spanish regions (except basques). The Irish, Welsh and Scottish and Northern England are all closer to Russia
They are closer to Spain mostly because Russians have that more or less significant drift eastwards due to various E.Eurasian type of admixtures. In the same way they would be closer to southern Scandinavians than say North Swedes.
Not everything works in terms of "who is closer to whom?" ', Because sometimes populations are equidistant.
This is the limit of the comparison with limited data.
It's like taking an ancient Egyptian sample and comparing it to a Venetian and Sub-Saharan sample, then saying: the ancient Egyptian sample is closer to the Venetian than to the Sub-Saharan!
Yes, if we only limit ourselves to two samples of populations...
