Das "Resettlement"-Programm des UN-Flüchtlingshilfswerks soll besonders schutzbedürftigen Menschen eine Zukunft im Westen ermöglichen. Doch um das Programm blüht die Korruption.
Mitarbeiter des UN-Flüchtlingshilfswerks UNHCR sollen nach Recherchen des stern Afrikanern gegen Geldzahlungen eine Umsiedlung in den Westen ermöglicht haben. Die Mitarbeiter stellten dafür unter anderem falsche Papiere aus, mit denen es die Afrikaner auf die begehrten Listen des sogenannten "Resettlement"-Programms schafften. In dessen Rahmen bieten mehrere westliche Staaten, darunter auch Deutschland, besonders schutzwürdigen Flüchtlingen eine sichere Zukunft in ihrem Land. Profitieren sollen davon vor allem Menschen, die aufgrund von Krankheiten und Verfolgung bedroht sind. Da aber derzeit weltweit nur 50.000 bis 60.000 solcher Umsiedlungen pro Jahr stattfinden, sind die Chancen verschwindend gering, einen der Plätze zu bekommen.
Wie der stern in seiner aktuellen Ausgabe und in seinem stern+-Angebot berichtet, hat sich in der ugandischen Hauptstadt Kampala, die als einer der Hauptanlaufpunkte für Flüchtlinge in Ostafrika gilt, ein Markt mit Vermittlern für illegale Geschäfte rund um die Umsiedlungen gebildet.
Im stern beschreibt einer dieser Vermittler, wie er das Geschäft zwischen zahlungsbereiten Afrikanern und örtlichen UNHCR-Mitarbeitern einfädelt. Letztlich koste ein Platz auf der Liste den Afrikaner etwa 2500 US-Dollar. Für das Geld beschaffe der UNHCR-Mitarbeiter beispielsweise gefälschte ärztliche Atteste. An dem Betrug seien daher auch Mediziner beteiligt. Der stern beschreibt auch Fälle von Flüchtlingen, denen ein Platz auf den Resettlement-Listen zugestanden hätte, die aber leer ausgingen – denn ihre Identitäten sollen an andere Afrikaner verkauft worden sein, die damit ausreisten.
