This is probably based on the number of Google searches in each country. Montenegro is a rather obscure country in Portugal, about which people know little or nothing compared to countries like Greece or Croatia. However, it must be a searched country on Google around here because people are curious as to why a Balkan country has a name that at first glance seems to be Portuguese ("Black Mountain"). Either that or because we have a rather prominent MP, leader of the opposition party, who is called Luís Montenegro (mostly known as just Montenegro), and can contribute to the number of Google searches.
So, not only does the country have a name that seems peculiar to us, it is also a surname in Portugal and there are also villages around here that are called Montenegro, all contributing to the number of searches that may be being misinterpreted as searches for the Balkan country.
