That's borderline brachy by some systems and mildly brachy by others (considering we are talking about a male).

Depending on the system everything above 80 (in some systems above 81) is counted as brachycephalic among males.
Alpines and Borrebies are standard brachycephals, Dinarids have a tendency to hyperbrachycephaly (Norids can reach low brachycephalic index) and some Mongoloid types are ultrabrachycephalic (C.I. above 90).
