It could be southern Italy if it was its own country, but the north and center are light enough to balance it out. So it can't be Italy.
Greece could be if not for Epirus, Thrace, and Macedonia, although I wouldn't call mainland Greeks swarthy really.
And it's not Iberia.

Shame on me, I didn't even know they are Europeans.
I always considered them as some kind of mix between Europeans and non Europeans.
