Classify this very weird-looking English police officer

He looks like he could have some sort of East Asian ancestry, perhaps it is just the pic. Looks are quite subjective anyway.

I thought he was foreign when i saw him on the news, maybe he is half English half east/southeast Asian or something? Either that or just a one in a million look for a native.
