Romanians without doubt. Most Hungarians are indistinguishable from Romanians (just a tad lighter). Most Germans look distinct from their eastern neighbors (except Czechs, somewhat). It is true that Bavarians incorporate large amounts of non-German blood from pre-Germanic peoples living in the area, but the typical look is still Germanic. Every family of brunet Bavarians has close relatives at least that are 100% Germanic (ultimately Scandinavian) looking.
