Yes, rs12913832 is used to predict both eye and skin color. GG at rs12913832 positively correlates with both not brown eyes and not dark skin.

    Eye Color Prediction

    1. AA at rs12913832 predicts not blue (brown or green).
1(a). If (1) and CC at rs16891982 or GG at rs6119471 or GG at rs12896399 predicts brown.
1(b). If (1) and TT at rs12203592 predicts green.

    2. GA at rs12913832 predicts not blue (brown or green).
2(a). If (2) and CC at rs16891982 or GG at rs6119471 predicts brown.
2(b). If (2) and TT at rs12203592 predicts green.

    3. GG at rs12913832 predicts not brown (green or blue).
3(a). If (3) and CC at rs16891982 predicts green.
3(b). If (3) and TT at rs12203592 or GG at rs12896399 predicts blue.

I have GG at rs12913832 (3), but GG at rs16891982, CC at rs12203592, and GT at rs12896399, so this method only predicts that I have not brown eyes (green or blue). My eyes are blue.

    Skin Color Prediction

    1. Any two of the following predicts not dark (light or medium): GG at rs12913832, GG at rs16891982, AA at rs1426654, TT at rs1545397, or AA at rs885479.

    2. GG at rs12913832 and GG at rs16891982 and AA at rs1426654 predicts light.

    3. GG at rs6119471 predicts not light (medium or dark).

I have GG at rs12913832, GG at rs16891982, and AA at rs1426654, and I also have AA at rs885479. My genotype is thus described by both (1) and (2), so this method predicts that I have light skin (correct). However, genotypes that aren't described by (1), (2), or (3) will be inconclusive. If you have GA or AA at rs12913832, it does not imply not light skin.
