Luton

Luton is a city that has undergone very rapid and permanent demographic changes in the past few decades. From the 2011 census:

White - 54.6% (likely below 50% now)
South Asian - 30.0%
Black - 9.8%
Mixed - 4.1%

They want to set it about the same as what it is now in Scotland, 24 000 per year including migrants from rest of Britain aka English/Welsh ..

That works at around a 0.50% increase per year. Less if you take out the English.
