Nords used to be intelligent, but they started to despise magic with the fall of Winterhold. Also, they would never be the smartest since they are mutated Aldmers. You can't compare the intelligence of a person that lives 500 years to one that lives 60.

Actually, they wouldn't. The Elder Scrolls is an old series from 1996. Back then such racism issues weren't so strong.
