Being bilingual with only English in addition to the mother language is being like an Indian or an Arab, the lowest of the low.

A conversational command of French and German, with some basic knowledge of Italian or Spanish, and of Dutch or Scandinavian or Russian, is essential. Otherwise one doesn't qualify for speaking of European culture.
