I depends. Russians seem very brave almost to the point of stupidity and can tolerate alcohol. Southern-Italians seem the most agressive and easily provoked. I don't really know if that's ''tough'' though.

I'd actually say North-Scandos and Finns. They're the only people I've met who are both introverted and still confident. They never complain. The can tolerate a shitload of alcohol and cold. They never seem like they have to prove themselves. They don't care about what other people think of them.
