It's hard to say. We don't have ethnicity in our passports and many would claim that they are ethnic Russians if you ask them, but they might have some Siberian non-European ancestry. There are many native Mongoloid peoples in Siberia.

They are not Baltic Finns = Finns, Estonians, Karelians, Vepsians etc.

They are Volga Finns = Mari, Merya, Erzya, Moksha etc.
