Jordanians because they are caucasoid. Japanese are Mongoloid. When I was in Jordan I learned that most people are a little dark but that's mostly tan. Their actual skin color is not dark. Some Jordanians might pass as Southern Euros to the untrained eye.

Some Japanese can have a kind of pseudo-Caucasoid look. I am not sure if that is due to Ainu influence in the Japanese gene pool or what, but the Ainu themselves, I believe, are an ancient East Asian population and not a lost Caucasian tribe as some think.
Edit: So, yes, I think Jordanians are whiter than Japanese.

What does "White" mean in this context?
Jordanians, Palestinians, Syrians, Lebanese are mostly derived from the same group of people, so, anyway, if one finds any of those groups "whiter", so, are Jordanians.
