Genetically and historically Bulgaria and Romania are closest. Culturally, I think we are closer to Serbia. Greece is kinda different, but not too much and Russia is a big no no.

the other way around Romanians feel closest to Bulgarians compared to all their neighbours and they share this when coming back from visiting it.
even closer than to Moldovans I'd say - although Moldovans speak a similar language, they are culturally post-Soviet, which Romanians aren't. the commonly shared culture is the broadly post-communist one but not in the Soviet specifics, to which Moldovans are anyway aligned (Russian language, Russian television, Russian music).
apart from the different language, Romania and Bulgaria feel somewhat close when you visit, although there's definitely a different vibe in the details, as there is one even when going from region to region in Romania (Moldova vibe vs Transylvania vibe vs Wallachia vibe vs Dobrudja vibe). but on a similar poll, I'd say Romanians would heavily vote Bulgaria over Serbia, Hungary and Ukraine.

a Romanian voted Serbs, if we remove that vote and leave the Bulgarians' vote, it's 30% Romanians, 30% Serbs, 30% Russians and 10% Greeks
btw, what happened to the Bulgarian members of TA, almost all disappeared, I think only PAGANE and щрбл are still active
