Not all stems from weakness, but much indeed. Seneca would find in some post(er)s enough proof to his quote.

Much also stems from a complete lack of empathy.

Not all, no.
The cruelty that emanates from weakness, is merely compensating sadism that relishes in its own power, granted by a higher power undoubtedly, without ever challenging itself.
It is lazyness and insecurity given a strong foreign arm to protect itself.

Cruelty that emanates from other sources, is an expression of hatred and power, and depending on the moment it can actually be useful in the quest for even greater power and freedom. Everybody must know the pain of defeat, and the duality of thrill and responsibility that can only be understood through destruction.
