Not at all, you can't say any human is using their "reptile brain" because no mammal does, you might be able to argue some connection between this feature and being selfish or impulsive, but I think it varies by race and origin, and everyone but psychopaths have some degree of empathy even if small, if not they wouldn't have been able to survive in the group survival of early humans and Neanderthals
