A question to Americans: Does he have a foreign accent?

Does he sound like a foreigner? The guy is a Cambodian-American, I believe he grew up in the US. But to me he sounds a bit strange. What do you Americans think?

He speaks very fast and sometimes some words get almost "eaten". He also sounds nervous. The seconds guy who speaks is a lot clearer and better spoken. There are lots of people who sound like that in CA. It is possible he grew up in a household speaking another language. For the most part he sounds well, it is more of a matter of enunciation.

Depends. The ones who grow up in a largely immigrant neighborhood have a slight accent, I can usually tell. It's not very strong, but you can tell.
