The Philippines were once colonized by Spain but I don't think I'd consider them Hispanic. In the U.S. most peple reserve Hispanic to refer to Latin Americans.

Hispanic means relating to Spain or Portugal. There's no grey areas in this. You're either count as Hispanic or not. Filipinos are Hispanic by definition since they have Spanish Surnames. However, phonetically speaking, Hispanics are usually thought of Mestizos just look how people usually think of White people when Europe comes to mind.
