    Sex education is being taught a lesson by mass media and mass migration
    Sex education began in the US a century ago to control VD and unwanted pregnancy. In Sweden, the focus is on self-expression and pleasure but it is a hotly contested issue worldwide, explains the author of a new book

    In 1978, an Irish educator asked Swedish Association for Sexuality Education chairman Carl Boethius how school-based sex education in his country had affected venereal disease and teen-pregnancy rates. Boethius kindly replied that those rates were indeed lower in Sweden than in most parts of the West, including Ireland, but that Swedes “do not know if these positive figures are partly due to sex education”.

    Besides, Boethius added, that wasn’t the point. “The fundamental reason for sex education – according to the Swedish view – is the right to knowledge, not ideas about special effects,” Boethius wrote. His organisation’s main goal was to help each individual experience sex “as a positive factor” in her or his life. And a frank, factual sex education was the best route to that.

    The exchange underscored a fundamental division over sex education, which has become a source of new tensions in our so-called age of globalisation. The more that people and ideas move across borders, indeed, the more contested – and the more constrained – sex education has become.

    Sex education began in the United States about a century ago to control venereal disease and out-of-wedlock pregnancy. That’s still the central purpose of the subject in the US and in the United Kingdom and Ireland, where debates centre on the collective outcomes of sex education: liberals say it makes kids behave more responsibly, while conservatives say it simply makes them have more sex.

    Starting in the 1950s, however, countries in continental Europe started to teach about sex as a vehicle of individual expression – and, even, of individual pleasure. The leader of this trend was Sweden, which in 1956 became the first nation-state to require sex education in all of its schools. “Exhaustive and correct sex education at an early age is imperative in order to eliminate ignorance and prejudice, neuroses and sexual disharmonies,” Swedish authorities declared. Stripping away myths and fears, sex education would help individuals develop and determine their own sexual destinies.

    By the 1980s, this view had become the dominant one in international public health circles. “At present it is not possible to define the totality of human sexuality in a form that would be acceptable to all countries,” the World Health Organization resolved in 1983, “but every person has a right to receive sexual information and to consider accepting sexual relationships for pleasure as well as for procreation.”

    As the WHO’s own language suggested, however, it simply wasn’t possible to gain universal accord on the idea of youth sexual autonomy and pleasure. In 1994, when the International Conference on Population (ICPD) adopted a resolution supporting sex education for adolescents, dissenters included Egypt – the host of the conference – and four other majority-Muslim countries. The sex-education resolution “could be interpreted as applying to sexual relations outside the framework of marriage”, an Iranian delegate explained, “and this is totally unacceptable”.

    Two majority-Catholic countries – El Salvador and Guatemala – also issued dissents from the resolution; so did the delegation from the Vatican, which had sent an envoy a few months earlier to Tehran to co-ordinate resistance to the ICPD. In the West, meanwhile, conservatives proclaimed a new global front in the culture war over sex education.

    “While this may be a bold agenda at Washington dinner parties, to traditional societies in Latin America, Africa and the Islamic world, it is the essence of decadent, godless Western materialism,” declared US columnist Pat Buchanan, a former aide to Richard Nixon. Other Americans rallied to the World Congress of Families, which staged international protests against sex education, gay rights and abortion.

    With the onset of the HIV/AIDS crisis, nearly every country in the world taught some type of sex education. But in most places, the subject more closely echoed the warnings issued in the United States – where abstinence-only curricula came to the fore – than the continental European approach, which continued to emphasise individual rights and pleasure.

    In Africa and Asia, especially, sex education also drew from religious texts and themes. In Ghana, it aimed “to vindicate the existence of the Omnipotent and Omnipresent”, as one textbook declared. “The religious restrictions are strict but they protect a person from a lot of problems,” the book added, citing Biblical passages that indicted fornication, masturbation, “homosexuality and lesbianism”.

    When Africans and Asians moved to the West, not surprisingly, they brought these attitudes with them. So sex education became a hotly contested question even in liberal bastions like Sweden and Holland, which saw their immigrant populations skyrocket in recent years. And in the United Kingdom, where sex education was far less explicit than on the Continent, it remained too explicit for the country’s burgeoning Muslim community.

    “In Islam extra-marital sex is considered to a dreadful sin,” explained an immigrant spokesman in England, where some Muslim parents held their children out of school to protest at sex education. “Adultery is condemned by stoning to death . . and fornication among unmarried people is penalised by whipping.”

    Against this backdrop, many teachers decided that the safest move was to avoid sex education altogether. And it was was even easier for teachers – and their students – to ignore the subject when it did not appear on national tests, as an Irish teacher admitted in 2007. “Anything that doesn’t have an exam at the end of it is going to be a doss as far as students are concerned,” the teacher wrote. “It’s the class where they can go and chat.”

    Of course, young people got much more sexual information from mass media– and from each other – than they did in school. “A 12-minute filmstrip is hardly a match for two years of R-rated films every weekend,” an American educator admitted in 1981. “Schools are a puny David without even a sling-shot against the media Goliath.”

    Today, in our globalised era, that’s even more the case. With the rise of the internet, kids are exposed to far more graphic sexual material than ever before. But globalisation has also powered the movement of millions of adults across borders, where they have joined hands with native-born conservatives to restrict sex education. When it comes to sex, schools are still a puny David. And they’re simply no match for the twin global Goliaths of mass media and mass migration.

    Parents were shocked when they found Islamic teachings in their children’s homework. Going much further than just teaching about Islam, they are teaching children tenets of Islam as though it is fact!

    This school mandates that seventh-graders learn the tenets of Islam, study the important figures of the faith, wear a robe, adopt a Muslim name and stage their own jihad. Adding to this apparent hypocrisy, reports ANS, students must memorize many verses in the Koran, are taught to pray “in the name of Allah, the Compassionate, the Merciful” and are instructed face Mecca and chant, “Praise to Allah, Lord of Creation.”

    “We could never teach Christianity like this,” one outraged parent said.
    The textbook used for the Islamic course, “Across The Centuries,” is published by Houghton-Mifflin and has been adopted by the California school system. In it, Islam is presented broadly in a completely positive manner, whereas the limited references to Christianity are “shown in a negative light, with events such as the Inquisition, and the Salem witch hunts highlighted in bold, black type.” The portrayal of Islam leaves out word of “the wars, massacres, cruelties against Christians and other non-Muslims that Islam has consistently perpetrated over the centuries.”

    What if the school required children to memorize Bible verses and pray to Jesus? Atheists would be up in arms!

    One must question the true motives of American atheists after their defense of this school. Are they anti-religion as they claim, or are they really anti-Christian?

    Ten young children who were pulled out of a school trip to a mosque by their parents have been publicly humiliated by their school in Cornwall. The children, aged between eight and 11, were singled out in assembly and made to answer questions about their planned non-attendance.

    Junior school children from Lostwithiel School in Cornwall are due to visit Exeter mosque, Devon in May as part of their Religious Studies lessons. The rural school has just 156 pupils on its books, nearly 100 of whom, aged between eight and 11, are expected to be taking part. The school says the aim of the outing is to teach children that jihadist groups such as ISIS are not a true reflection of Islam.

    But the parents of 10 children refused permission for their youngsters to take part in the trip due to safety concerns, citing fears over Islamic terrorism. They reacted furiously to the news that their children had been made to publicly answer questions about their non-attendance, pointing out that it was not the decision of the children involved.

    One parent, who asked not to be named, told the Daily Mail “We have grave concerns about the childrens’ safety during the trip due to the horrific events that occur every day. We have therefore decided not to send our children on this trip. This decision is not one based on ignorance or racial or religious beliefs, but one based purely on safety concerns.

    “They were made to stand up after assembly. The sitting non-attendees were then asked individually why they were not going on the trip. This is not a decision the children have made, so discriminating against these children in this fashion is disgraceful, unacceptable and unprofessional.”

    However, the Chairman of Governors of Lostwithiel School, Kat Smith, was unapologetic. She insisted that the school had a duty under the Equalities Act 2010 to promote different faiths and ethnicities.

    “This is the first time pupils from the school have visited a mosque and it’s an exciting opportunity for them to learn about different faiths and ensure that they’re aware of the diverse nature of modern Britain,” she said.

    “Because of recent news reports about extremist groups, such as ISIS, that identify themselves with Islam, a small number of parents have expressed concerns about the trip and the teaching of Islam in school.

    “In response, the school held a special assembly with children to discuss these issues, and the head teacher has met and sent letters to parents with specific concerns.”

    She insisted that the trip was safe for the children to take part in, and that, coming from a provincial area such as Cornwall, it was imperative that children be introduced to other faiths and cultures. And she explained that children should be taught that ISIS is not “a true reflection of Islam”.

    “A full risk assessment has been conducted for the trip and there is no more risk attached to this trip than any other school trip,” she said.

    “Religious Education forms part of the basic curriculum in schools and its teaching is enshrined in law. The school recognises that parents have the right to withdraw their child from RE in whole or in part, and provide alternative work to further their child’s knowledge and understanding of the parents’ beliefs and values.

    “However, the school is aware that children growing up in Cornwall may have little contact with Muslims and it is aware that it has a duty under the Equality Act 2010 to promote good relations between people of different beliefs and ethnicities as part of its single equality duty.

    “The Governing Body fully supports this trip and the teaching of RE, including Islam. It is the governors’ hope that the visit to the Mosque will provide an insight for pupils into the nature of British Islam, help them understand how Islam is presented in the media and that groups like ISIS are not a true reflection of the Islam followed by the vast majority of Muslims in Britain.”

    The school’s headteacher Carolyn Huxley said that the trip would still go ahead and reiterated the need to teach children that jihadist groups such as ISIS are not a true reflection of Islam.

    “Our hope from the visit to the mosque is that children will be given a view as to what are the values and beliefs of a ‘British Muslim'”, she said. “This trip will show the children the views of extremists are not a true reflection of Islam as a religion.”

    Head teachers have warned that intimidation is still continuing after the investigations into the so-called Trojan Horse scandal.

    A head teachers' conference has heard claims of threats such as dead animals being left in school playgrounds.

    "Trojan Horse has not gone away," said Sarah Hewitt-Clarkson, head of Anderton Park School in Birmingham.

    Responding to the claims, Education Secretary Nicky Morgan said: "There is no place for extremism in our schools."

    The National Association of Head Teachers' annual conference in Liverpool heard warnings that problems over extremism remained unresolved and schools could still face pressure on issues such as tackling homophobia.

    The so-called Trojan Horse inquiries followed allegations that there were organised attempts by hardline Muslim groups to undermine head teachers and take over schools in Birmingham.

    Head teachers at the conference complained that no governors had been barred as a result of the inquiries and they called for a database which would identify individuals removed from governing bodies.

    Ms Hewitt-Clarkson told the head teachers' conference: "Trojan Horse has not gone away. Those of us who were involved, we knew it was the tip of the iceberg.

    "We still have dead animals hung on the gates of schools, dismembered cats on playgrounds. We have petitions outside schools, objecting to teachers teaching against homophobia."

    There were threats on social media, she said, such as "Any head teacher who teaches my children it's alright to be gay will be at the end of my shotgun."

    Ms Hewitt-Clarkson said she knew of a school which had found a dismembered cat in the playground, while another had a dog hanging from the railings.
    'Rogue governors'

    Head teachers warned that despite the high profile reports following the Trojan Horse claims, the response had been inadequate.

    Alison Marshall told the conference: "Despite all the evidence we have, we're faced with a situation where not one single governor implicated in the Trojan Horse scandal has been investigated or even banned. Where is the justice in that?"

    And Ms Hewitt-Clarkson warned that the problems underlying the Trojan Horse claims could "start up again".

    "All the behaviours and things we saw before are still there. So too have promises that have been broken," she told the NAHT conference.

    There were particular concerns about the lack of scrutiny over the role of governors, highlighted by the Trojan Horse inquiries.

    Tim Gallagher told delegates the lack of regulation meant it was "blindingly obvious" that there would be problems with governing bodies.

    "Many, many of our members have suffered greatly from rogue governors," he said.

    The conference carried a motion calling for a national register of governors who have been removed or barred so that schools and local authorities can check the suitability of governors.

    The BBC revealed earlier this year that there is no central record of governors held by the Department for Education, which would also show people serving as governors in multiple schools, one of the concerns raised in the Trojan Horse inquiries.

    Mrs Morgan, responding to the heads' warnings, said: "There is no place for extremism in our schools and we continue, absolutely, to work to eliminate any form of extremism."

    But the Conservative education secretary said: "This is a reminder that this is a serious issue and something that is not going to be solved overnight.

    "We have taken action to remove and continue to take action to remove people from being in schools who don't follow British values."
