Default Sámi, Scandos and Finnics: What Defines An "Indigenous" European?

The Sámi are usually described as the ingenious people to northern Europe. This makes sense to a certain extent, but not fully.

It does not make sense if we go by the linguistic point of view. Scandos are apparently not indigenous because they speak an Indo-European language while Sámis speak pre-IE. That is wrong as the Sámi language does not predate the Indo-European. Uralic and IE languages arrived at roughly the same time. If a language defines your identity that much then Sámis are no more indigenous than their Uralic speaking neighbors the Finns, who are not seen as "indigenous Europeans"

Actually the Scandiavian languages are some of the most ancient European languages there are after Basque. Around 30-40% of the languages are actually are pre-IE, they're not purely IE in origin.
Original Indo-European languages is still European though as it originally comes from easternmost Europe (Ukraine, Southern Russia etc.), even though it's not native to Scandinavia and the Baltic sea area.

Also, Scandinavians, Samis and Finns score about the same mesolithic hunter-gatherer(WHG) admixture as one another, the only difference being a few percent here and there which can slightly vary.
