Both Bulgaria and Romania should be kicked out of the EU then wait until they're 100% of the average then invite them back in.
Bulgaria and Romania once again fare badly in a recent Europe-wide survey of GDP per capita performance, occupying the last two places in the European Union with 41 and 45 per cent of the EU average respectively, the Sofia Echo reports.

EU hopefuls Serbia (37 per cent), Macedonia (35 percent), and Bosnia and Herzegovina (30 per cent) and Albania (27 per cent) fared worse than Bulgaria and Romania.

Croatia and Turkey, which are also not members of the bloc, saw slightly better results than Bulgaria and Romania, with Croatia at 64 per cent and Turkey at 46 per cent. Montenegro, meanwhile, measured 43 per cent.
