in ral Italy just give the first help , as if not they could die in the sea . local crime organization get money from those people who often mean all they have and put them in a ship in very bad condition ...so Italians can not refuse to carry them in a saved place first , it mean Italy , after this and after medical check , begin the investigation about who they are in real , if they can be refugee ...or not . after this we can decide who can stay and who not , also many try to go out from Italy for go to central and not Europe where they know quality of life is better . I guess situation in Australia is different
