More Azeris live in Iran than in Azerbaijan and it is rather puzzling how docile they are since they (Turks in general) are typically revanchist. One has to wonder why haven't they at least attempted to pull a Kosovo and form an independent state to unify later with Azerbaijan. Iran is a cultural union of all Iranic nations, Kurds, Persians, Baloochis, various Afghan tribes, Kirghiz etc. held together by a common religious and national identity which separates them from all of their neighbors.
