Even inverting the skin of the penis to form a simulated vagina doesn't make him a woman. That vagina is not connected to anything. He has no uterus or ovaries. At best, he would resemble a hysterectomized, oophorectomized woman.

But, only resemble. It was not possible to amputate the 37,200,000,000,000 Y-chromosomes from all of the cells of his body which make him immutably MALE. He can call himself Nefertiti if he wants to; it doesn't change the FACT that there isn't a single female cell in his body, not even in those impressive breasts.

While I am not really enthusiastic about this (transexuals are not part of my IRL life), I think that person can be free to identify as whatever they wants. It's another kind of illusion they wants to live in - a mental disorder as medically recognized (a dysphoria) - but we also live in our own bubbles and illusions. Our lives are made up by our perspectives and one cannot tell you you're wrong or shame you for the way you perceive the world and the way you want to interact inside it (as long as you don't hurt anyone).

This also open the discussion about the people who are biologically (different but related in this context) not male or female but in-between or both. They also have the right to exist in our society as they are and not be forced to fit into our simple-minded boxes.

As a heterosexual male I'd never feel attracted to a transgender person. People still are the gender they are born as (it's genetics) no matter how much people wish they can alter it.
