Be white or not for some people is not always conected with phenotype and pigmentation, but with culture and religion.
More people in the west considered Penepole Cruz for white than Ramzan Kadyrov, because Kadyrov is muslim.

Ramazan Kadirov is lighter than probably 90% people living in entire Europe and definitely lighter than all Greeks, Italians, Spanish, Serbians, French, Portugal.. but still not white.
