Around the Dockland Isles of East London where the ships would arrive during the British Empire and colonial era days, the east Londoners would help to off-load the goods from ships, and from there they had great access to lots of east-end markets to quickly sell-off nicked items.

They formed Cockney rhyming slang which was like a code language that made it difficult for the police or any informers to know what they were saying.

As for the accent, they often drop their T's in words and talk flat and fast, like they're in a hurry.

I used to live there as a child. That arch is called Durdle Door. I hadn't heard of Courbet (until now!) but I like the painting very much, even though it doesn't look like it's of Durdle Door.
