Not technically true. The harshest sentence here is forvaring. Meaning a person with a high risk of re-committing crime getting a sentence of max. 21 years and after that they are judged if they are eligible for release. If not, they are put back into prison. This can theoretically go on for life, so a "Life sentence" can happen here, the prisoner just has to get a new chance for release at least every 21st year.
