Best country to live in Latin America?

Can anybody provide some details of what country you would put at the top to live in with some details?

Because I am planning of moving out of USA after school and want to know of any places that should be good.

Northern & Central Brazil = Less white people, hotter climate, less developed.

Better climate for me it is, as I don't like the hotness of equatorial Brazil.
It is more developed according to most metrics you measure it by.
