El Libertador Avenue, in Caracas, is actually combination of an avenue with an underground highway that goes in East-West direction. The avenue is on the top level (with its traffic lights and all that), and the highway is on the ground level, but this highway is not buried under concrete, I mean, is grounded but exposed to the sky, as can be seen on these pictures:
