Modern censuses don't really take account of the racial ancestry of Filipinos so the number of mixed-bred people are unknown.

However, according to old Spanish censuses. Roughly 1/3rd of the population of the main island of Luzon had partial Hispanic descent (From Spaniards and Latinos).

“Your first question, with respect to the Spanish population, must refer to native Spaniards only; as their numerous descendants, through all the variety of half-castes, would include one third at least of the whole population of Luconia (i.e., Luzon–A. C.)

“Of native Spaniards, accordingly, settled in the Philippine Islands, the total number may be stated at 2,000 not military. The military, including all descriptions, men and officers, are about 2,500, out of which number the native regiments are officered These last, in 1796-7, were almost entirely composed of South Americans and were reckoned at 5,000 men, making a military force of about 7,500.

“The castes bearing a mixture of the Spanish blood are in Luconia alone at least 200,000. The Sangleys, or Chinese descendants, are upwards of 20,000, and Indians, who call themselves the original Tagalas, about 340,000, making a total population in that island of about 600,000 souls. What may be the respective numbers in the other Philippine Islands I never had any opportunity of learning.”

Actually asides from the historical censuses which say that 1/3rd of us have partial Hispanic/Latino descent there are now recent genetic studies which confirm this...

You all should stop believing in the 3.6% myth that only a small percentage of Filipinos have European blood. That has been debunked and fair amount of Filipinos have been proven to possess European descent. This is postulated by a recent genetic study done in June 2015. The genetic study had been constructed by the University of California's Institute of Genetics with a sample of 1700 Filipinos. They observed that: "Among individuals reporting only an East Asian nationality, the large majority have only East Asian genetic ancestry; however, there are also individuals that appear to have mixed East Asian–European genetic ancestry that self-reported only their East Asian nationality. Of particular interest is the continuous nature of a modest amount of European genetic ancestry in self-identified Filipinos, consistent with older European admixture.

How many Filipinos are there today of significant Spanish blood (above 25%), and what is their culture like?

In the Philippine government's side we don't really know the exact amount of people's ancestries because our modern censuses don't account for race in it.

As for people with significant Spanish blood I observed that the Hispano culture has now been eroded and most of don't even speak Spanish. Conyo English is spoken more.

Are there any groups that still speak Spanish conversationally on a regular basis?

There is a daughter-language derived from Mexican-Spanish called Chavacano. Which is mutually intelligible to Castilian. Its spoken by 1.2 Million speakers. Mostly in the city of Zamboanga which is a Christian enclave surrounded by Muslim settlements.

It was recently bombed and war was waged there between its Christian inhabitants and Muslim Mindanao as well as its Malaysian neighbors.

But the people there are tough though. Most of whom are members of militias such as the Mundo Oscuro.

The language is ever evolving though and its interesting to hear them speak it.

The citizens of Zamboanga and the Chavacano people are a hardy bunch!

    This is their settlement.

And their city is surrounded by hostile Sultanates.

Yet they still manage to move on. Much props to these people.
