Not everyone , some people are just born fucked up , it's sad but true

No.

We are all born with specific hormonal preset which has same basis for everyone but still vary from person to person. This preset determines the general traits of our characters: active or passive, loud and impulsive or quite thinker, aggressive or calm. These traits on their own are not good nor bad, they becomes such once we starting to express them into the world.

That's where morals come to play. Humans not only pass genetic information onto following generations but also complex behavioral patters that form our culture, the way we express ourselves and our hormonal preset into the world. It could be described as a set of ideas on how to use certain traits in constructive way for personal and public benefit. So morals have no universal core in our instincts, it's a set of rules given to us by parental authority to maximize our chances of survival that we accept without questioning.

We are learning what is right or wrong firstly from our family, then from teachers, then from friend
But Biggest effect is family
Problem is we are losing our family interaction, we are less family oriented, we are not teaching the goods to our child a lot
Therefore children have characteristic problem

We genetically inherent moral codes of course. If we take the son of a repeated convicted criminal to that of a nice honest citizen and let them be raised by themselves 100% I would bet my money they would grow different. We recognize frightening sounds since early age..a rattle snake would scare the shit out any child.
