It is not a major power in any consumer industries, and the areas where it is still advanced, military, space, industrial technologies are advantages it had under the Soviet Union which it is struggling to keep alive. Actually people themselves do not want significant changes and they do not ready to live differently. We definitely can develop at the same rate that India doing now, but it is a pity that due to unqualified and corrupt government managers we are losing all chances.

Russia needs more population growth. If they are able to have a boost of population growth, I think Russia will be rapidly rising again.

In fact, the population of white Europeans is declining over the world. For instance, in the US numbers of white Americans are declining the same as in Europe. The growth in that countries can be achieved only due to immigration. It means that US population is growing only because the share of Hispanics and Asians is growing, but numbers of whites is declining at the same time. The population of Russia in this case can be raised significantly by migrants from ex-USSR republics. But government instead of simplify this process made it almost impossible with significant barriers for central Asians and Caucasians. Because there is a prejudice among Russians towards migrants, they considered as not trusted. But America is an opposite case, that is considered as pure country of migrants. Once Trump promised to build a wall on the border with Mexico, but Putin had already done it.

I can pick one another problem, that Russia is extremely centralized country with no mobility of population. While the economic success based upon decentralization of population and high mobility of labor. The main reason that US and China efficient is due to spatial homogeneity of country and developed infrastructure that allows fast and efficient mobility of labor. But Russia is organized so wrong, where is 20% of country lives in one giant megacity and all entire companies and banks located in it, then it mixed together with poorly developed infrastructure and zero mobility of labor between cities.

Answering the question, "why China is developing, but Russia is not?" I am starting to think that the reason of described bad management is due to mentality of people, that is based on east European mentality. It is a well known that actions of eastern Europeans can be characterized by foolishness and non prudence that respects mostly soulfulness and spiritual values, but disrespects assets and material values. But Chinese mentality is absolutely opposite, that is pragmatic and non individualistic, that respects only money and wealth.
