I think there is a cultural periphery as well. In Canada Greeks are seen as white, but not as white as Germans.

But when do people ever compare whiteness in the real world? When we speak of whites, it's a given that Greeks are included in the reference.

They're both equally non-white. Iberians have MENA features and Finns have Asian features.

Seriously talking, I didn;t mean that either there is any 100% caucasoid country or that Iberia or Finland is more mixed than the rest of Europe. All I said is that, along with the rest of Europe, they are mixed with non caucasoids too
