The supraorbital torus developed in Hominids as the brain expanded. It is the increased height of the brain case paired with unreduced facial size and prominence that created the illusion of brow projection.
It's a uniquely Hominoid trait much like the prominent chin- our faces and dental arches shrank and retruded yet we retained much of our mandibular length.
'Forehead slope' in archaic humans is caused by greater brow size and prominence. Just look at this X-ray of H. Heidelbergensis:
Neanderthals' auricular head height was not lower than modern sapiens. Early modern humans(e.g. Cro Magnon and Idaltu) did exceed Neanderthals in this measurement, but it's very rare for current humans.
