That's standard. Here is the ultimate question: why would I care? I don't plan on committing a crime and if a relative of mine may have committed a crime I would gladly offer my services to police. They don't have to bother with 23andme to get it from them. They can just call me up. For them to want my DNA to see if a relative of mine was involved in a crime would obviously mean it is a serious crime where fluid is collected and so I'd feel obligated to help in any way I can.

I understand this may offend your clan loyalty but I feel you honor your family when you aid authorities in catching and/or aid in the conviction of a family member who has shamed the family by their deed.
