Who knows if it'll be viable, though considering the overpopulation and congestion of old Cairo, I'm sure this new infrastructure is long overdue. It'll probably be bankrolled by Chinese banks. A city of this scale is small peanuts compared to the megacities Chinese developers are accustomed to building though.

I'm sure this is because Egypt a crucial link in China's maritime silk road strategy. It's the gateway between the Red Sea and the Mediterranean.

I think Sisi desperately wants this to be built because it will shore up his legitimacy in an otherwise unstable political environment. Although some are saying it'll be a ghost city, I really think it'll be a success, because Cairo is a massively over-populated and crumbling city with no new infrastructure over the last few decades. This will likely be a sleek, modern city with new infrastructure and it'll probably be the most desirable place to be for Cairenes overnight.
