In my opinion is Vice City the best.

GTA 5, and 2nd would be a tie between san andreas and GTA 4. GTA 4 had a smaller map with fewer vehicles and variety, but a better story and shooting gameplay. GTA 5 is just the best in every way, it's not even close IMO.

I'd say San Andreas, but I can't stand CJ, so I will vote for GTA IV even if I never played it, but I plan to.
