India (excluding South India) has produced many prominent nuclear physicists. Homi Bhabha comes to mind, who by the way was from Gujarat and was of Parsi descent. He is known as the Father of the Indian nuclear weapons program. (note: Tamils from South India are specialists in coding only or working for Gujarati business owners)

Inventions and scientific breakthroughs do not count (anyway, the Brits, French and Germans have an indisputable lead in that department), because they (generally) were achievements made by individuals, not by ethnicities.
As for France, I think our greatest collective, ethnical contribution was modern music, polyphonic tonal music. In the 12th Century, somewhere between Limousin and Flanders but especially in Paris, church choirs and anthem composers had the idea to play different notes at the same time and change chords in the middle of a tune. One of the greatest novations in history.

Other than that the Cartesian Coordinate System deserves to be mentioned, in as much as it created a link between mathematics, algebra and geometry. All computer imaging, rocket science and astronomy since then is based on it.
This epochal breakthrough is credited to René Descartes but a lot of minor French (and only French) scientists paved the way to that development since the late Middle-Ages.

Although Georgios Papanikolaou is generally credited for the invention of the cervical cancer screening test by cervical cytology, O'Dowd and Philipp[1] believe that Babeş was the true pioneer in the cytologic diagnosis of cervical cancer. He discovered that if a platinum loop was used to collect cells from a woman's cervix, and the cells were then dried on a slide and stained, it could be determined if cancer cells were present. This was the first screening test to diagnose cervical and uterine cancer. Babeş presented his findings to the Romanian Society of Gynaecology in Bucharest on 23 January 1927. His method of cancer diagnosis was published in a French medical journal, Presse Médicale, on 11 April 1928, but it is unlikely that Papanicolaou was aware of it. Moreover, the two techniques are different in their design according to Diamantis et al.[2] Even though Babes preceded Papanicolaou, the design of the Pap test belongs to Papanicolaou. This breakthrough in cervical cancer diagnosis has saved the lives of over 6 million women.[3]

Ethnicity is basically blood. Even on wikipedia ethnicity is defined this way (ancestry).

Anything else doesn't really matter. 'Culture' is so incredibly vague. If I do an Irish jig that makes me Irish? Please. If it was all about 'culture' anyone could be anything, any time of the day!
