It was easy, yes. But it seems that you want to make things even easier, for your personal issues and insecurities.Two City Councils (Val de Loire and Tuscany). I think this is easy too.
First of all Val de Loire according to the English Wikipedia "is geographically located in north-central France despite its administrative name. Furthermore Blois is closer to Normandy than anywhere in southern Europe. France is one of the largest country in Europe.
Of course, French have on the average more northern component than the average southern Europeans. I have been in France many times and I can personally confirm. A group of central Italians as a whole can hardly pass in north-central France, but individually many can pass, and considering the whole French spectrum at a higher rate.
Second, the central Italians you've posted are the components of the Arezzo's "giunta" (I'm pretty sure that you know what a giunta is), not the councilors. Some of the Italians you've posted aren't even councilors (a councilor must be elected, a member of the giunta is nominated).
Below the same Tuscans/central Italians you've posted in different pics with a different light, the Arezzo's giunta. They have all Tuscan surnames but obviously there are no informations available about their entire ancestry.
These two weren't even born in Tuscany. Anyway, different pics of them with different light.
