I don't understand the meaning of the title but Roman with no doubts for me, especially for the contribution in the Western Civilization. I like Russian Empire but only in 18th-century and only during the rule of the empresses. I don't like Mongol...

Even when the empire broke down, a lot of the great khan's descendants created a lot more great empires, The Golden Horde in Russia, The Chughtai khanate in Central Asia, the Ilkhanate in Iran and Anatolia, the two Yuan dynasties in Mongolia and China respectively, the Timurid Empire in most of the near east and later, the Mughal Empire in the Indian subcontinent.
