Because the Vatican and Constantinople, Catholicism and Orthodoxy, are bitter, hateful enemies. Manhattan goes on to show how the Vatican had wanted to weaken Orthodoxy, particularly as embodied in Moscow, the Third Rome, so the Orthodox could be converted to Catholicism. The Vatican's relations were for a time very friendly with the USSR, to a large extent because they kept Orthodoxy down while allowing Catholic (and Protestant, which the Vatican didn't like) influence, which the diplomacy of the Vatican made sure of.
