The Teutonic Order was originally created in Palestine. After the fall of crusader states, they had to retreat to Europe. At first they were invited by Hungarian king, who gave them Burzenland (a region near the Carpathian Mountains in present-day Romania) to fight against the Cumans. But they started disobeying him, so he expelled them. Only after that they came to North-Eastern Europe, to fight against Pagan Balts and Baltic Finns. So they started to look for other enemies only after they lost "employment" in the Holy Land - as I wrote.
