    The hungarian pisa test results have been getting worse in the past decade (While relative to the country's gdp, hungarian gov't spends more to education than eu avarage)
    As long as the % of roma population keep increasing i expect the results to get worse each year

    Actually you are wrong. Portuguese immigrants are returning to their homeland, that is the tendency at the present.

    This means two thigs, that obviously immigrants are taken for this kind of tests but they also are independently evaluated, and that the immigrants in France are absolutely more integrated than in Spain.
    It just means that anyone with the country's ID card is considered native, there s no ethnic statistic, the only thing that enable them to label people with an immigrant background is for those who have a double nationality. Of course our corrupted governement tried to regularize, then naturalize through the law of soil, as much as they could all these years, but not all of them. You don't have this kind of massive drop just randomly like that.

    The regional gap within a country can be quite outstanding like in Belgium, where Flanders would be the most performant in Europe:

    There are wide variations within Belgium. In mathematics, the Flemish Community scores
    531 points on average, compared with 511 in the German speaking community and 493 in
    the French speaking community. There are similar regional differences in reading (Flemish
    Community= 518 points, German-speaking Community= 499 points, French-speaking
    Community= 497 points) and science (Flemish Community= 518 points, German-speaking
    Community= 508 points, French-speaking Community= 487 points).

    Here we can see how overall performance of countries like Sweden, France, Austria, Denmark is severely impacted by their low quality immigration.

    Canada fares better, due to their somewhat more selective policy.
