I'm not these kind of blokes who (maybe overcompensating or following certain cultural behaviors as well) have a hard, tough, unemotional face all day long, but I also don't go smiling to random people. At best I have a slight smirk that has more to do with my inner thoughts than following social conventions with stranger people. This is not even a thing where I live.
Staring at each other for long without a familiarity or proper context is pretty much a non-verbal threat that even an animal could understand. In fact, when you stare long at the eyes of a dog or cat, they become really uncomfortable as well. Likewise, smiling with bare teeth is threatening to most vertebrate animals.
